How does Manipulate work?

I was able to select and choose manipulate once and all the elements had buttons to choose and move, but now it just offers "done" and there's no buttons on the object to choose and move. I don't know what I did to get it to work the one time. Can someone explain how to use Manipulate? Thanks!

Could you share a sketch (via the Share button) with an element on which you tried to use Manipulate, and which shows the described behavior?

Attached here is an example screen capture of using the Manipulate tool on a curve. Does it work when you try to do the same?
